Feature Fan Art Thread - Lock edit feature to creator or site admin only

As for more and more fan art comes in, and donate buttons keep being requested by the community. I believe we need to be able to only allow edits to these fan topics to creator of fan art and site admin.

The reason being, is any one over 1000 could technically go into anyones fan art thread with a donate button and change the link to something else.

Hmmm, but that would constitute abuse if that was to happen I probably would send a stern warning to the user.
