Feature Admin function: close topics without bumping

It has always been a little annoying that topics are bumped to the top when they are closed as stale or something. Thankfully the core members on the Media Browser CT understand what’s going on and we make jokes about it, but it does mess up the topic flow.

If you have the time, maybe you can create an admin link in topics that behaves the same way as “accept this answer” but for another status type like stale or invalid.

The accept link doesn’t bump topics to the top which allows us to handle much more topics in one go instead of the small batches we have to do now.

For each topic type there should be one or more statuses that do not bump to top. (duplicate, stale, invalid, no-repro, etc.) So we probably need an additional checkbox on the manage statuses page so we can check the ones that should not bump

Done, as an admin you can now elect not to bump a topic when editing it.

Great news. May I suggest we tie this ability to a permission group so it’s possible to give CT members this ability without having to give them admin privileges.

On the Media Browser CT for example, Riccardo has been helping out a lot with cleaning up old topics. I’d like to give him permission to close topics as stale on his own.
